Boy - you sure put a lot of effort into your replies Marc.  I never fail to
be impressed.

In our Province (British Columbia) which is similar in government importance
to a State government, they have proposed a new system.  We will be voting,
as a Province, in a referendum May 17 to decide whether on not to go ahead
with this new system.

How does the new system work?  In each riding (regional area within the
Province), there will be from three to seven people elected to the
Provincial government.  Here is an example.  Under the new system, suppose a
riding were to elect three folks, and ten ran for three seats.  First, they
would decide how many votes would be needed to be elected.

The formula for that will be ((number of votes/(number of seats + 1) +1).
Suppose there were  32,000 votes.  Then, (32,000 / 3+1) + 1 = 8,001 votes
needed to be elected.

The second part of the system is that if anyone has the magic 8001 or more,
that person is elected.  (or those people).  If there are excess votes (over
8,001), then the votes over 8001 are distributed on a percentage basis to
the persons who got the second preference on the elected person's ballot.
[This may seem a bit obscure to you - don't worry.]

My main concern is, how will every person in the Province (a few million)
get their votes into computers so that the arithmetic can be done in a
timely fashion.  [At least, how is it done in other jurisdictions is the
point of my question].
