You should have the option under Tools - Options - Security Tab to have a password to open the file and another password to edit the file.

Give them the PW to open but not the one to modify.

Even if they use SaveAs and give the file a different name the passwords will keep.

Even though the file is Read Only you could edit it anytime because you know both passwords.
