Not quite -
a MS "design feature" is usually something that persistently stops you doing 
what is logical, or causes havoc to your work if you do
what seems logical.

This kind of 'Design Feature' is something the spec says you can include, but 
don't have to - it just seemed logical to incorporate
it at the design stage and, once you know about it, changes from a PITA to just 
a petty annoyance.

That's one of the 'Design Feature' possibilities for USB

The device raises a flag on the interface when, and only when it is powering up.
It notice the PC powering up, so won't raise that signal that tells the OS that 
it's there.

(I've seen cameras, scanners and printers that had the same feature, didn't 
realise it was still being incorporated into USB 2
stuff)
