With great difficulty.   ;>)
You need to get underneath the board and squeeze the little plastic 
tabs in.  I use a pair of very fine nosed pliers.  Do take 
anti-static precautions though.

I then use 6BA  plastic screws and a pair of plastic nuts,  with the 
head of the screw under the board, and a single nut to secure it.  
When I replace the fan, I then use another nut to fasten the h/s fan 
down.

It just makes it easy to replace the fan without having to remove the 
motherboard from the case.
