Just so. The act became law on April 17th and its last section specifies:
...this Act and the amendments made by this Act shall take effect 180 days after the date of enactment of this Act.
So that works out to be October 17th.
What I found interesting is that the Supreme Court has ruled just recently that an IRA enjoys the same exclusionary stature that the 401Ks do now so if any of you young whipper snappers out there haven't started an IRA or 401k yet you had better get on the 8 ball.
