Not really, the merchants build it into their prices as a cost of
doing business - and the goverment sorta covers most of it in the form
tax deductions. If CC fraund, shoplifitng etc were ended today, you
won't see prices go down.

I would imagine some small fruad charges go through but anything big
gets caught.

Then there was target who would not let my girls use my target card
for less than $10 in personal needs (that something guys don't like to
be seen buying :)) because the card could be stolen. Get real - stolen
cards are used for electronics, cd's and dvd's - not low priced items
from the health and beauty aids department. (They also gave my older
daughter a hard time because she's short and doesn't look her age -
'you aren't old enough to sign a credit card slip', so when they  went
back in after they worked out, the younger but taller daughter went to
a clerk she knew from church and had no problems using the card. They
woulda taken their business elsewhere, but i only gave them the target
card because they didn't have cash.)

That isn't exactly true either...  anyone with your account number can
clean it out too.
