Must be a Brit thing as they aren't "info bubbles" but rather "balloon tips". :-)

Windows calls them "ToolTips", but Tweakui calls them "balloon tips".
This issue has been a "bug" in XP since it came out. Still happens in SP2. You can make it go away by rebooting, or turning off the "Keep the task bar on top of other windows", applying that, then turn it back on. But I think even that solution didn't always work. I've gotten used to it so I don't even think of it anymore when it happens.
