I bet that Congress will step in & make this mandatory at a later date but for now HDTV Capture cards are safe to buy as they shall not have to incorporate the "broadcast flag" that only allows playback on the device that it was captured with. If you haven't gotten your HDTV capture card yet you may want to seriously think about one now. If nothing else it turns your PC into an HDTV for much less money than buying an HDTV set & tuner.
