I have an Ati Radeon AIW 9600 AGP Pro card that I can use to capture any video streamed direct from cable TV. Brought it back a few months ago ant it works for me.
I assume that's a non scrambled cable & wouldn't apply to most people besides the infamous Broadcast Flag was only intended for HDTV which the 9600 does NOT do any way.
