From what you are saying (but then I might be wrong - it has been known!) and from what I understand to be the case in the US your DSL system uses PPOE (e=ethernet) or rather a simple networking situation and if they are fitting a new box that you simply plug into the you won't need filters as no 'phones are going to be connected to this extra 'box'.
Over here in the UK we use PPOA which is the system that uses the standard 'phone twisted pair copper and there is no option of using PPOE unless you are the London Stock Exchange or similar which uses fiber optics etc.....
PPoE and PPoA both use the standard phone line (twisted pair copper). They are just different forms of ADSL. The ADSL signal rides on top of the voice signal, which is why it has to be filtered out of the "voice" devices (phone, fax, etc). SDSL is delivered seperate from the voice signal.
Remember also that the filter is for the voice devices, not the DSL modem. Any voice device connected to a line carring a DSL signal has to be filtered.
