I think the issue is whether the client has un-backed up files on the computer. I tell my clients that it may take longer to troubleshoot this sort of problem than it will to back up and make the problem go away by using the ultimate uninstaller -- what my friend likes to call "nuke and pave."
I would advise that it is very important to delete the partition (within the install of Windows XP) before doing the clean install to be sure to be rid of whatever nasty is causing this problem. In addition, I've seen this error with memory problems, too, so it might not be software. My first step would be to go to safe mode and run Adaware and Spybot (my favorites of the spyware stoppers). Of course, after turning off system restore. If that doesn't resolve it, backup, nuke and pave. Just my opinion.
