Jim,
I believe that is a pretty common practice for ISPs. Here most of them have
low attachment limits as their POP3 servers just get too loaded up and they
have to restrict sizes.

My ISP has just told me that no mailer will download an e-mail msg (ie
msg + attachments) larger than 1meg. That doesn't seem right to me. Maybe
they are having trouble with their POP server and need an excuse.
