They exist. The Canadian province of Newfoundland is one, they set their
clocks thirty minutes ahead of the Maritime provinces (which are in the
Atlantic time zone, one hour ahead of Eastern Time). I don't know off the
top of my head where other half-hour zones are, but they exist.
