Sometimes MS does nothing about the time zone issue; for example, recent news
reports that in the middle east the Israelies and Palestinians keep different 
times
(time markers) for the same relative geographical area (apparently as a sign of
independence from the other) so MS lets users set their computers to whatever 
time
they wish. In the Canadian province of Saskatchewan, and perhaps some US states,
there is no change to daylight savings time.
