Sometimes, -- before the installation of the OS -- it is advisable to remove
any special hardware that Windows will not have drivers for.
(Or that Windows will identify wrong, or do "odd" things with...)
That keeps the Windows installation "cleaner", and less "fixing up" is
required once it is running. (Some problems are not easy or possible to fix.)
A perfect example of this is when I did NOT remove an IDE-Zip drive with
XP, and Windows gave that the Letter "C" and then "refused" to install on it
and gave "Windows" a higher drive letter... (Everything worked, but I started
over anyway...) (It "might have been" an IDE-LS-120 drive instead.)

Unless I misunderstand the question, yes. Replace the defective HD and boot

If your main HD dies, can you install Windows (XP) from the distribution CDs??
