I should have explained that when installing a Router, it is most often
necessary to contact the ISP since the they can see the Router from their
end.  They know it's a Router (or at least my ISP does) and assume the
customer has installed the Router to connect more than one PC so they
charge a nominal rate for a second PC. In my case that is $9.95/ month
Canadian.

Unlike DSL, cable companies have you register the MAC address of the
connected device, so they know when that device changes. As Rick
already mentioned, most routers have an option to clone the MAC
address of the connected PC, so you can fool the cable company that
way. In my opinoin, it is none of their business if I'm using one or
two PCs. Same goes for the number of TVs in the house.
