Depends on what, and where the file is

Also what authority the user has to access files and directories


And - finally, if the file is 'Open for update'

to test - copy the file to C:\TEMP
create the directory if needed

then see if the name can be changed in that directory

Remember - windows XP tries to protect the system against unmeant, or
unauthorised changes
