Sounds like you got a tech that hadn't a clue. It takes less than ten
minutes to change a fan. Generally the only settings in the bios
would be to detect if the fan had stopped and the CPU overheating
alarms.
It wouldn't surprise me if this dude didn't set the alarm settings
higher so that the CPU would be toasted by the time the alarm went off.
