There is no "most likely cause".  All of the following causes are unlikely
if you are within signal range of his antenna:

a) He's lying and really isn't broadcasting.
b) His router is turned off.
c) His router is defective.
d) His router uses a different wireless standard (e.g. 802.11a)
e) Your wireless card is not installed.
f) Your wireless card is defective.
g) Your wireless configuration software is defective.
h) His antenna or your wireless card are covered with aluminum foil.
