This is almost like Verizon blocks it, and then after a review of
some sort releases it hours later...

Note:  I am blaming Verizon because others get and reply to some
of those messages long before I ever see them...

Except that it happens to others too, I can forget it soon with different
POP3 and ESMTP servers...

Evidently, administrative announcements are sent out by almond.ease.lsoft.com [209.119.0.160], while list mail is sent out by cherry.ease.lsoft.com [209.119.0.109]. Only the latter was on the SBC blocking list.
