I think that's correct [although I'm not real familiar with Canadian 
law].  Copyright laws are fundamentally national matters and so vary 
wildly from one country to another.

The fun, I guess, will be when a Canadian citizen tries to 'smuggle in' 
recording media on which the tax hasn't been paid...
