No, it's not normal.

Does its management website respond?  http://ip-address-of-router

Try a factory reset on it.  Instructions for that are in your manual.  Then
set it up all over again as if it was brand new.

Failing all that, you could try re-flashing the firmware with the latest
revision.  Sometimes flash memory loses its marbles and needs to be
re-written.

Subject: Wireless router sudden death

My Netgear router stopped working all of a sudden today.
All the indicator lights are lit and I cannot find any thing wrong but it 
will just
not connect to the internet.
I can connect normally without the router.
I checked at Netgear forum and one more person has reported the similar
case.
Is it normal for a router to die in such a fashion?
Router is out of warrantee therefore I am going to buy another one since
its diagnosis and repair would probably cost me more,
