Here it is (finally - original posting rejected due to length):

Theory 2:  Something else on your system is dorking around with settings.

How to investigate:
1. Download regmon from sysinternals.com.
2. Run it - immediately click File, Capture Events (to turn off capture).
3. Click Options, Filter/Highlight.
4. Replace the * on the Include line with this:
       HKCU\Software\Microsoft\RAS
5. Uncheck "Log Reads" and "Log Opens".  Click OK to close filter settings.
6. Click File, Capture Events.  Leave Regmon running.
7. Open Internet properties and set the connection property the way you want
it.  Click OK.

At this point you'll notice a flurry of changes logged in Regmon, from
rundll32.  You're not interested in those except to see what change logging
looks like.  Click Edit, choose Clear Display, and go about your business
with Regmon still running.

Every now and then take a look at Regmon and the Internet connection
setting.  If the connection setting hasn't changed, click Edit / Clear
Display in Regmon.

Ideally you will find something other than rundll32 that is changing the
registry key in this area.  Then you'll know exactly the cause.  If you find
nothing but rundll32 entries, this'll be harder to trace, unless you happen
to see it happen and can correlate it with some other activity.

I'm still having this problem... to recap :-
" IE6 version 6.0.2900.2180.xpsp_sp2_gdr.050301-1519IC (from help/about);
XP Home, SP2, all critical updates installed to date;
dial-up 56k connection via. US Robotics 56k faxmodem.

Effect started some months ago, cannot tie it in to any particular software
installation.
At apparently irregular intervals, restart from hibernation leaves
connection settings at "never dial..." and I have to reset (in IE6
connections tab) back to "..whenever a connection is not present".  "

A new dialup connection, replacing the existing, possibly faulty, one has 
made no difference.

I notice an entry that I previously overlooked in HijackThis for Run: 
[WindowsXPserv] svcnxp32.exe, which I understand may be undesirable. However

no file exists of this name (including within hidden/system files) on the 
drive.

Any more clues folks? This has gotten me stumped!
