I never found the mechanism which re-installs it.  Yesterday I found this

It's a forum at Dell.  In it a procedure which uses VundoFix batch file
along with another app Hijackthis.
I ran that and it seemed to be gone afterwords.  I'm running win98 and I did
not see all the files that were mentioned in the cleanup procedure.
Consequently I did not think it worked, but apparently it did.  It's not
found anymore by
Spybot, or Ad-Aware.
