Not entirely correct as one can always add funds to their PayPal acct
from their linked bank acct without a incurring a fee. If you have a
commercial acct then most if not all the other deposits incur a fee
but like the Discover Card you also get cash back on purchases made
with the Debit Card that one can get for free with the commercial
acct which is not available to the personal accts. The debit card
makes it easier & faster for one to use the funds whereas the free
acct you have to wait until PayPal deposits the funds into your bank
before you can use them for non-PayPal transactions. FWIW all this
documentation is on their website.
