Sort of like MS help.. If you knew the keyword to get the help you need, you wouldn't need the help, because you'd already have the answer.
That's the real problem with trying to create a useful index/search key set for help you really need to include all the terms the user may think of to try to find the term you used when you created a facility or defined a process.
