Here are the rules. All versions of Windows XP: You cannot uninstall IE unless you previously installed IE separately.
XP SP1 or earlier: You cannot install IE unless you convince XP that IE is not installed. XP SP2: You cannot uninstall or install IE separately. All techniques for repairing a bad IE installation are covered here: http://support.microsoft.com/?kbid=318378 The cliff notes on repairing IE for XP SP2 is "re-install SP2".
