Is the BIOS configured to test the floppy during power on self test?
If not, enable that, and verify that the floppy light comes on.
If no light, verify that you didn't dislodge the power or data cable
connections while installing the new hard drive.
Are you sure that the floppy is even a bootable disk ? If not then
it should go past the floppy & cdrom & go straight to the HD.
