Since these people know so much more than we A+ certified technicians with experience they do not ask us to evaluate and appraise their computer and its needs. If they do not know much about computers there are always several people on every block who know all about computers they can consult with and find out and then tell us what they want installed in theirs.

With info like this I'd go to the people on the block.

We know that Windows 98 finds memory above 64 MB almost useless, the same as Windows Me finds memory above 128 MB almost useless

Well my wife's machine has 256 & my laptop came with 128 & I added another 128 but both machines had 98 on them. IIRC 98 uses 64m [prior to swapping] just to boot up then add the apps. Notice I did NOT say that a 98 machine has to have 64m on it in order to boot. IMHO the sweet spot for 98 machines is 128m & for ME 256 & for Xp 512. I define sweet spot as what they'll run comfortably at.
