Some applications can steal the autoplay function.  Nero for instance !  
As far as I am aware it doesn't require an autorun.inf file either.
Linux does a similar trick.  It looks at the CD and decides what 
application it should run based on file types.  If it can't decide then 
it pops up a box asking how it should deal with the disk.

In the case of a partially burnt CD or DVD it opens the burner and asks 
if you want to continue adding files.
