I'd go back to the person who authoerd the "bad" CD.
I remember "very vaguely" that Sonic has/had a feature
there it stored all the files on a CD and you could go
back and add things and re-edit the CD CONTENT.
Possibly even if it was a CD-R.  It obviously could not
be a closed or finalized CD-R.
IIRC, there is a file on the CD that explains this.
Look at all the very small files in a text editor to see if
some sort of instruction like that is there.

I did not like using this type of system and got rid of
it rather quickly... (And hence am even fuzzier than
normal about how it works...)

No CDA files.

It is normal not to see anything but a bunch of Trackxx.cda files  in
Explorer.  If you see something else, that could be  important.
*** The files on this CD are:  .vcd, .dat, .htm, .dvd,  .ses
