To delete files on a CD-RW and otherwise use it the way you would a floppy
or hard drive, you must have "Packet writing" CD-RW software installed. 

If you haven't installed something from Nero or Roxio or other 3rd party CD
writing software, then you definitely do NOT have packet writing software,
because XP doesn't provide that.

In the case of Nero, the packet writing software is called "INCD".
In the case of Roxio, the packet writing software is called "Drag to disk".

I recently upgraded my system, new MB, CPU, RAM, and SATA II HD.  I moved
from my old box a Pioneer DVD/CD R/W drive.  I reinstalled XP and made it
up-to-date w/ SP-2 and auto-update.

In the past there were a couple batch files that copied files to a
rewritable CD in the Pioneer device.  I had been using both for quite a
while w/o problem.

Now, in the new box, when my batch file attempts to write to the CD
(essentially writing over earlier iterations of all the files) I get an
"access denied" message and there is nothing written to the CD.  I can copy
data files to a blank CD in this drive but when I go into a DOS window to
try to delete these files (rewritable CD) I get the same access denied
message.

I can copy data, music, and video files to CD's in this drive.  It will play
DVD's; I haven't tried to copy or create a DVD yet.

BTW, I have having the same problem with a new NEC DVD/CD drive that I
purchased along with the other hardware.

I have checked every place I can think of for switches or other variables
that might be connected to this problem.  The drivers that XP is using are
dated 2001.  My understanding is that the OEM programs that came with both
these drives are what I use to perform some of the higher end movie
compilation authoring functions but that these are all unrelated to the
problem I am having in DOS mode.

As is often the case, what is so bewildering to me is that these functions
performed w/o a hitch on the same drive with what I think is the same
software in my other box.
