remembering that the 'normal' phone line was up to 56Kb
and the better webcams
(e.g. see Philips SPC 900NC Pixel Plus 1.3 MP Webcam@ £50)
run at 250K pixels, 24 bit colour, 90 fps
that's 500Mbit /sec which is way past the max speed proposed
and - using a poorer cameras at 300x200 16 bit colour @ 15 fps
is still 15Mb/sec
So - if you are into videoconferencing, or videocalls/instant messaging,
then you may be able to use that sort upload,
but for how long in each day and @ what cost ..
