I did this and the only file that looked promising was wavemix.ini, but  it 
beared no fruit.
Directx is supposed to be downward compatible but it isn't playing that  way.
When I install this game it also installs version 2 (or 5) of directx and  
that seems to be the crux of the problem.

Try monitoring the win9x install with an app such as total uninstall  
(used to be freeware), that will detail what files are created where, it  
may be something as simple as a missing .ini file in  c:\windows
