It is the difference in perception and reality.

The sites are not truly illegitimate, whether Google perceives them to be or
not. Many scammers on the www will only spend the money to register a domain
for a year so a lot of us who are careful will do a look up on a domain with
which we are considering doing business and decide not to plunk down our
money if it is a new reg, we have never heard of it, and it is a short-term
reg. A legitimate business will be more prone to registering for a longer
term to insure that it is able to KEEP a domain.

Looks like big brother (Google in this case) has decided to protect us.

A scammer can get online with his own web site for a pittance. Register a
throw-away domain at Yahoo for US$2.99/year during one of their sales and
host it for US$5.00 per YEAR at one of the no-frills hosts and you are in
business...

FWIW, I have a half dozen domains I renew on a yearly basis and while I
personally have occasionally been referred to as illegitimate in the
vernacular, none of my sites have been! ;) For a private site for which you
don't really care how high you rank with search engines, it should make no
difference at all.
