It's because of advertising dollars. Web-only access allows them to sell advertising space. If they allow free POP and just send the account spam, it gets filtered and you don't see it. If they place ads in each message you receive, you may simply disable graphics in your client software.

It other words, it doesn't fit their business model and they can't make money by giving away POP access. Yahoo tried different methods before pulling the plug on free POP. Advertisers won't pay for space that they don't believe anyone is seeing.
