This is the industry standard wiring for the mainboard connector.  Some 
external ports on some boards are wired with one the wrong way round.  
The backplate id probably for one of those boards !!

Yes just swap the wires about !  The over voltage wires can be joined, 
or if you want, just ignore them and tape them up.  The idea is if you 
plug something in which provides its own power then the circuit can 
compensate.
