Does the offending process appear in Task Manager?
Try sorting by CPU %age, setting it to a high update frequency and seeing
what eats the CPU.
If nothing is apparent try downloading the free 'Process Explorer' as it
has a nice %CPU graph per process which is good for tracking down things
like this.

It just started. I have used every spyware program I have and cleaned out
every extra file and registry entry and run antivirus. I have taken off
useless programs and used all system tools and defragged. I put on no new
programs lately and I am on HiSpeed cable with XP Home. I don't know how
to
read the event viewer that well, actually not at all, so I don't know
what
to look for. Can anyone give guidance. This event is really slowing down
everything including browsing, loading files, opening programs.
Look in the Scheduled Tasks, if you haven't already, and see if there is an
entry there that is running every 30 seconds.
