Does the offending process appear in Task Manager?

Try sorting by CPU %age, setting it to a high update frequency and seeing what eats the CPU.

If nothing is apparent try downloading the free 'Process Explorer' as it has a nice %CPU graph per process which is good for tracking down things like this.

Look in the Scheduled Tasks, if you haven't already, and see if there is an entry there that is running every 30 seconds.
