Ok, it seems to be wuauclt.exe which is the Windows Update Autoupdate
Client. Even if I turn off AutoUpdates it keeps running and supposedly is
supposed to run if I want to get any updates. Why has it just started
running and really eating up CPU so as to actually stop my cursor from
moving every 25 seconds? I have it suspended right now, but there has to be
some way to prevent this problem.

Does the offending process appear in Task Manager?

Try sorting by CPU %age, setting it to a high update frequency and
seeing what eats the CPU.

If nothing is apparent try downloading the free 'Process Explorer' as it
has a nice %CPU graph per process which is good for tracking down things
like this.
