Sloppy I agree !  I have seen this done several times !  On two 
occasions by the same plonker.  

Rather than find and cure the fault,  this guy used the foam to stop a 
short circuit (that he couldn't find) from killing the PSU !!  A simple 
observation would have shown the solder splash that caused the 
problem !  Which incidently only could/would have occurred on that 
particular make/model of case !

I note that you mention a PSU issue ??  I wonder ??
