So why can't the voice channel be integrated into the modem? All our analog phones at work have been replaced by Cisco voip so all the voice communication is carried on the data network.

There is still something "extra" involved:

 1) [a pots sdsl line] and [a pots voice line]
or
2) [a pots sdsl line] and [a voip network to pots network interface] (unless calls are between voip phones only).
