Windows XP and its predecessors have the full power of the GUI. They let you
drill
all the way down to the motherboard level even the BIOS level to let you see
what's going on under the hood by using Device manager to see all the PCI
channels, IRQs, USB hubs and controllers, PCI bridges ect. AMD and Intel have
special utilities for Windows which let you peek inside the CPU to see the
revision, step and registers
inside the cpu.
I can't speak for the Mac becuase I have no experince with a Mac but may one
day
explore but IMHO Windows can let you see almost everything that's there under
the hood.

I don't know of any OS that reveals its full power through a GUI. The
GUI dumbs down the OS and makes it appear to be accessible to all
users. There are may things one cant's do in Windows through the GUI,
and the Mac OS is no different in this sense. There are many GUI
based tools that reveal much of the under the surface goings on in
the Mac OS, but it still is weak compared to the command line.
