Try to fdisk/format the drive, and then try the Recovery CD. According to this support document, that error can come up if hard drive data is corrupted (statement between the **s below). And one of the suggestions (#10 below) for another error message was to fdisk/format the drive before trying the Recovery CD again.

- Error: Incorrect Recovery CD for This Model of HP Pavilion

"The recovery CD is probably not the correct CD for your exact PC **or the CD or hard drive data is corrupted**. "

- The recovery process never starts after the PC is turned on

"#10 Insert the first recovery CD and try again. If the CD is still not recognized and errors persist, re-partition and format the hard drive before attempting the recovery. Use the HP support document Using the FDISK Utility if you do not know how to remove and add partitions to a hard drive."

BTW check to see if there is a recovery partition on the drive. The recovery routine can usually be run directly from the partition if one is present.

Otherwise just use a Win98/Win98se CD to reinstall the OS. You will need to chase down some device drivers unless they can be saved from the present OS installation.

Also, look for a c:\windows\options\cabs folder. That can sometimes be used to reinstall the OS. The setup.exe file is sometimes missing, but IIRC that file can be copied from a CD of the same OS version.
