Active Desktop allows display of web content on the desktop.  You can setup
such displays from Display Settings / Desktop / Customize Desktop / Web tab.

It's enabled by default.  You can enable/disable it with Start/Run
gpedit.msc (local machine group policy), under

User Configuration
+Administrative Templates
++Desktop
+++Active Desktop

Win98 [I think it was] came with something called "active desktop" -- I 
never exactly understood what it was and I guess I just turned it off on 
day-1 and never thought about it again.  For no particular reason it 
drifted through my consciousness again recently and I got to wondering: 
does XP have "active desktop"?  If so, what is it, really, and what does 
it do [and do I have it turned on even though I might not know it]?
