Note:

format usually comes in 2 modes, and 2 options
FAT and NTFS
Quick and Full

As Quick merely overwrites the allocation table and main directory, I would
use the Full option and structure mode you didn't use before.
Then create a couple of dummy files of a suitable size containing nothing
useful (copy a big .bmp perhaps) and use the DOS copy facility
Copy file1+file1+file1+file1 >>file2
will create a file2 4 times as big as file1
Copy file2+file2+file2+file2 >>file1
will create a file1 4 times as big as file2 (and 16 times as big as the
original file1
repeat as needed - remembering the 2GB limit on files in FAT partitions

alternatively there are utilities available on the web to wipe partitions
