FWIW, this comes from Lexar when the talk about their USB PowerToGo software:

"2. Format your JumpDrive USB flash drive
For optimum performance, it is recommended that you format your drive using 
FAT16 (FAT). Windows will defaults to FAT32, but for drives with a stated 
capacity of less than 4GB, FAT performs better. If you choose to do this, be 
sure to back up your data first."
