I know that no one wants to hear about win98se anymore, but for 
academic reasons perhaps...

I've observed a "huge" difference between download speeds between two 
operating systems.  Don't jump yet...

Downloading the same file from the same server, over cable modem, on 
machines about the same vintage and configuration.  Both machines are 
also connected to the same ISP.  Both NIC cards are same speed, etc, 
etc.

Difference in speed in this experiment is about 4:1.  Win98 system 
does only 100kB/sec, while WinXP PC about 400kB/sec.

The only thing I can attribute this to is the OS, as I read that the 
Win98SE TCP/IP stack is less efficient - but that much?  Even read 
that you can copy TCP/IP stack from the newer systems to Win98.

This whole thing came up when I uploaded a file to my webspace and 
asked a friend to dnl it.  Took him 1//4 the time, than my test with 
win98.  Both AV and soft Firewall were disabled.  Seems I covered all 
the bases, but can't find anything

Where do I look for the difference?
