Probably. Some  news servers authenticate by checking your ip 
address, others require a username and password. There aren't a 
lot of free news servers anymore. If you have an account at 
Garlic.com try logging into the new server with your username 
and password. I have a user and pass for my  sbcglobal  free 
with the service news and my paid astroweb news account.

In my old Agent 1.9x that is under options>user and system 
profile>user.
