I use Foxit and it immediately tries to download the pdf rather than open
it.

link to a PDF - installing Foxit will allow you to open it just as
easily as with Adobe Acrobat Reader, just without all the overhead
(slowdown) of Adobe Acrobat Reader.
I use Foxit and it opened up instantaneously for me.
