Tell your friend to contact the city for connection details and
requirements.  Once you have those we can give you more specific help.

I would expect that any 802.11b or 802.11g wireless PCI NIC will work.
Windows 2000 is not ideal for wireless, but it usually can be made to work.

connect to the internet.
She has a standard computer running W2000.
What does she need to do and get to utilize this service?
I can't help her as I just use Dial-up and have never boned up on this.
